Amends Section 537 of the 1998 Alcoholic Beverage Control Act to authorize wine makers, brandy manufacturers, small distillers, micro brewers, brewers, and brewpubs to provide water and may sell or provide other nonalcoholic beverages at their licensed premises.

Establishes conditions for beer and wine tastings at specially designated merchants' premises, including requirements for annual permits, 10 working days' notice to the commission, limits of 3 servings per customer within 24 hours, and mandatory server training completion.

Allows eligible merchants (specially designated merchant licensees) to fill and sell growlers (refillable containers up to 1 gallon capacity) with beer for off-premises consumption, subject to food service compliance, labeling requirements, and commission approval.

Defines "growler" as a clean, refillable, resealable container with capacity not exceeding 1 gallon used exclusively for off-premises beer sales.

Enactment is contingent upon Senate Bill No. 1164 of the 99th Legislature being enacted into law.
