Establishes the "Public Entity Asbestos Removal Verification Act" requiring public entities to conduct background investigations of asbestos abatement contractors before entering into asbestos abatement project contracts.

Prohibits public entities from contracting with asbestos abatement contractors that have criminal convictions related to environmental regulation compliance.

Allows public entities to contract with asbestos abatement contractors having 5 or more environmental violation notices or subject to administrative consent orders within the preceding 5 years only after investigating the violations and determining the contractor can comply with the proposed contract.

Requires public entities to make written determinations regarding contractors with environmental violations publicly available.

Mandates public entities conduct a public hearing with at least 30 days' notice before contracting with asbestos abatement contractors having 5 or more environmental violations or consent orders within the preceding 5 years.
