Establishes a departmental program to implement national emission standards for hazardous air pollutants (NESHAP) for asbestos under 40 CFR part 61, subpart M, including inspection of asbestos removals and demolitions for compliance.

Requires the department to complete inspections for a minimum of 25% of initial notifications received each state fiscal year under 40 CFR 61.145.

Imposes a $100.00 inspection fee on owners or operators submitting asbestos removal or demolition notifications, plus $10.00 for each notification modification.

Creates an asbestos inspection fund within the state treasury to receive and deposit all inspection fees, which may only be expended upon appropriation for conducting inspections and related activities.

Takes effect 90 days after enactment into law.
