• Amends the Public Health Code to clarify that "department" in emergency medical services sections refers to the Department of Health and Human Services, and "director" means that department's director.

• Removes the October 15, 2015 deadline and discretionary language allowing medical control authorities to rescind opioid antagonist protocols, making opioid antagonist equipment and training requirements permanent and mandatory for life support vehicles providing medical first response, basic life support, or limited advanced life support.

• Requires medical control authorities to establish written protocols ensuring life support agencies are equipped with epinephrine or epinephrine auto-injectors and that emergency medical services personnel are trained to recognize and treat anaphylactic reactions.

• Requires protocols for automated external defibrillators on life support vehicles and mandates training for emergency medical services personnel in their use.

• Adds protocols for compliance with part 56B and takes effect 90 days after enactment.
