Changes language in Section 116 from "shall have" to "has" regarding the department's general powers and duties for ensuring adequate mental health services throughout the state.

Establishes five priority categories for mental health services: (1) individuals with specific diagnoses including schizophrenia, bipolar disorder, and major depression; (2) individuals with severe functional impairment; (3) individuals with developmental disability; (4) individuals in urgent or emergency situations; and (5) children in residential foster care.

Applies the same five priority service categories to community mental health services programs under Section 208, replacing previous language about "most severe forms" of mental illness.

Changes terminology from "substance abuse" to "substance use disorder" and "shall" to "must" throughout the statute for consistency.

Effective 90 days after enactment.
