Prohibits operation of motor vehicles with signs, posters, nontransparent materials, or films on front windshields, except tinted film along the top edge not extending below the manufacturer's AS-1 line or 6 inches from the top, whichever is farther.

Prohibits nontransparent materials on side windows adjacent to the driver or front passenger, unless the material has a visible light transmittance of 70% plus or minus 5% or more.

Allows materials with visible light transmittance of 25% plus or minus 5% or more on rear windows and side windows to the rear of the driver.

Requires two outside rearview mirrors adjusted for clear rear visibility if rear window visibility is obstructed, with exemptions for draperies on rear windows and medical window treatments prescribed by a physician or optometrist.

Establishes windshield wiper requirements for all vehicles and additional heating/defroster requirements for trucks over 10,000 pounds, truck tractors, buses, and hazardous material trucks, effective 90 days after enactment.
