Requires operators of slow-moving equipment (4 miles per hour or less) or low-clearance structures to notify the nearest railroad agent or officer before crossing railroad tracks at grade level.

Mandates operators stop 15-50 feet from the nearest rail, listen and look both directions for approaching trains or on-track equipment, and verify the crossing is safe before proceeding.

Prohibits crossing when warning signals, crossing gates, or flagmen indicate an immediate approach of a railroad train or car.

Classifies violations of these railroad crossing requirements as civil infractions.

Takes effect March 19, 2019 (90 days after enactment on December 19, 2018).
