Requires electric skateboards to be operated at speeds not exceeding 25 miles per hour, with different roadway restrictions based on whether the skateboard has handlebars.

Allows local ordinances to regulate or prohibit operation of electric skateboards on sidewalks, highways, crosswalks, and downtown business districts.

Permits parking of bicycles and electric skateboards equipped with handlebars on sidewalks and roadways where parking is allowed for motor vehicles, provided they do not obstruct pedestrian or vehicle movement.

Establishes that violations of railroad grade crossing requirements by drivers of vehicles transporting 16 or more passengers, carrying passengers for hire, or carrying hazardous materials constitute civil infractions.
