Allows electors to request spoilage and replacement of absent voter ballots by submitting signed, written statements to their city or township clerk by 2 p.m. on the Saturday before an election.

Permits electors who have already returned absent voter ballots to appear in person at the clerk's office before 4 p.m. on the day before an election to spoil their ballot and vote a new one in the clerk's office.

Requires city and township clerks to post public notices on or before 8 a.m. election day showing the number of absent voter ballots distributed and returned, with additional reporting by 9 p.m. and after all precincts are processed.

Mandates electronic voting systems utilize paper ballots for tabulation purposes and include accessible voting devices at each polling place for individuals with disabilities.

Requires electronic tabulating equipment to reject ballots with overvotes, undervotes, or in primary elections, votes for candidates of more than one political party, with opportunity for electors to spoil and revote.
