Establishes a constitutional public trust doctrine declaring that Michigan's natural resources, including air, water, soil, and groundwater, are held in public trust for current and future generations.

Requires protection of water resources from pollution, impairment, and destruction, with protections applying to both the quantity and quality of waters.

Mandates that the Department of Natural Resources and Department of Environmental Quality review existing rules within 180 days to ensure they sufficiently protect public trust interests in state waters, and promulgate new or revised rules within 1 year if necessary.

Authorizes the Attorney General and any other person to bring civil actions in circuit court to remedy injuries to public trust interests in water quantity, quality, or other natural resources.

Removes a December 31, 2006 deadline restriction on the department's ability to promulgate rules necessary to protect public trust resources.
