Establishes felony penalties for producing, arranging, or financing child sexually abusive material or activity, with imprisonment up to 20 years and fines up to $100,000, or up to 25 years and $125,000 if involving prepubescent children, sadomasochistic abuse, bestiality, or more than 100 images.

Creates felony penalties for distributing or promoting child sexually abusive material, with imprisonment up to 7 years and fines up to $50,000, or up to 15 years and $75,000 for aggravated circumstances.

Establishes felony penalties for knowingly possessing or accessing child sexually abusive material, with imprisonment up to 4 years and fines up to $10,000, or up to 10 years and $50,000 for aggravated circumstances.

Provides exemptions from criminal liability for law enforcement, medical professionals, social workers, judicial officers, and others acting within their professional scope who encounter such material.

Grants civil immunity to commercial film processors and computer technicians who report suspected child sexually abusive material to law enforcement in good faith.
