Eliminates the requirement to wear a crash helmet and protective eyewear when operating an ORV to tow a fishing shanty or supply shed over frozen public waters at minimum speed or traveling to and from a fishing shanty at speeds not exceeding 10 miles per hour.

Provides liability protection for private property owners against personal injury claims, including death, from individuals operating ORVs without helmets while performing the fishing shanty towing activities described above on the owner's property.

Became effective September 18, 2018, with a 90-day implementation period after enactment on June 19, 2018.
