• Removes the requirement that the Department of Community Health not implement the program until receiving federal documentation guaranteeing no financial penalties if waivers are rejected.

• Eliminates the entire former subsection (27) that conditioned program continuation on obtaining both federal waivers or automatic termination if federal match funding decreased below 100%.
