Caps noneconomic damages in motor vehicle personal injury lawsuits at $280,000 for all defendants combined, except in severe injury cases.

Increases the noneconomic damages cap to $500,000 when injury involves hemiplegia, paraplegia, quadriplegia with permanent limb loss (from brain or spinal cord injury), permanently impaired cognitive capacity preventing independent living, or permanent reproductive organ damage causing infertility.

Requires courts to itemize damages as economic and noneconomic losses, but prohibits informing juries of the damage caps; courts must then adjust awards to conform to the statutory limits.

Defines noneconomic loss as damages for pain, suffering, inconvenience, physical impairment, disfigurement, loss of society and companionship, and loss of consortium.

Directs the state treasurer to adjust the damage caps annually to match limitations under section 1483, and makes the bill effective 90 days after enactment only if House Bill 5517 is also enacted.
