Requires licensed prescribers to establish a bona fide prescriber-patient relationship before prescribing controlled substances in schedules 2-5, effective March 31, 2019 or upon rule promulgation, whichever is earlier.

Mandates prescribers provide follow-up care to monitor treatment efficacy or refer patients to their primary care provider or another accessible prescriber for follow-up care.

Requires prescribers to ask patients about other controlled substances they may be using and document responses in medical records before prescribing or dispensing controlled substances.

Requires prescribers to register with and review reports from Michigan's electronic monitoring system for controlled substances before dispensing quantities exceeding a 3-day supply, with exceptions for hospital, surgical facility, and veterinary administrations.

Requires prescribers who dispense controlled substances to maintain separate records of acquisitions, dispensing logs, and other dispositions for at least 5 years.
