Creates a fireworks safety fund within the Michigan Department of Treasury to receive money and assets from any source, with the state treasurer directing investments and crediting interest earnings to the fund.

Requires 100% of fireworks safety fees collected under section 8 to be used for firefighter training and related compensation, directed by the firefighters training council.

Allocates 100% of consumer fireworks safety certificate fees under section 4 for administering the fireworks safety act and paying costs for delegating inspections to local units of government.

Directs the state treasurer to allocate 100% of fees collected under the firefighters training council act (1966 PA 291) for firefighter training and related compensation under council direction.

Establishes a delegation program allowing local units of government to conduct inspections, with the department paying 70% of consumer fireworks safety certificate fees to participating localities and retaining 30%, or retaining all fees from non-participating localities.

Takes effect 90 days after enactment only if House Bill 5684 is also enacted into law.
