Prohibits school districts, intermediate school districts, public school academies, and evaluators from imposing or maintaining limits on the number of teachers who may be rated as highly effective in performance evaluations.

Requires performance evaluation systems to include annual year-end evaluations for all teachers with 25% based on student growth data (2015-2018 school years) and 40% based on student growth data (beginning 2018-2019 school year).

Mandates at least 2 classroom observations per school year for teachers who have not received effective or highly effective ratings on their 2 most recent evaluations, with at least 1 unscheduled observation beginning 2016-2017 school year.

Requires midyear progress reports for teachers in their first probationary year or those rated minimally effective or ineffective, including specific performance goals and individualized development plans.

Requires school districts to post evaluation tool information on public websites including research base, author qualifications, reliability/validity evidence, frameworks with rubrics, and evaluator training plans beginning 2016-2017 school year.
