• Establishes "modified net metering" definition allowing utilities to apply only the power supply portion of the full retail rate to net bidirectional electricity flow, excluding transmission and distribution charges.

• Expands the definition of "gasification facility" to include integrated gasification combined cycle facilities and plasma arc gasification facilities that convert carbon-based feedstocks into synthesis gas for electricity generation.

• Clarifies metering requirements for distributed generation systems, requiring utilities serving fewer than 1,000,000 customers to provide bidirectional meters at incremental cost only, with larger utilities able to provide them at no charge.

• Repeals Section 183 of the 2008 PA 295 and removes language preventing double recovery of net metering charges established under MCL 460.6a.
