Requires the Michigan Department of Education to develop or adopt and implement a safer schools program with effective policies, procedures, training, and community/interagency involvement.

Mandates prevention and mitigation policies to increase safety and well-being of pupils and staff and create a safe, supportive learning environment.

Requires policies including positive behavior intervention supports and programs to improve school culture and climate.

Mandates school leaders receive resources, information, and expectations to create comprehensive safety plans and emergency response protocols for natural disasters, violent incidents, and terrorist acts.

Requires assistance for schools in developing all-hazards response plans and establishing support systems with community social service agencies and local first responders to address social, emotional, and environmental needs following emergencies.

Takes effect 90 days after enactment.
