Mandates 30 hours per week of work, job training in high-demand industries, or education as a condition of receiving Medicaid coverage, with exemptions for sole caretakers of infants under 90 days and those receiving disability benefits.

Allows modifications to work requirements for individuals with disabilities under the Americans with Disabilities Act and for those with substance use disorders, including time in medical treatment counting toward requirements.

Requires quarterly income verification from able-bodied recipients with a 1-year benefit suspension for failure to report changes or false statements.

Mandates annual reporting to the legislature beginning July 1, 2019 on exemptions granted and evaluation of how many recipients leave the Healthy Michigan program due to obtaining full-time employment with medical benefits.
