Modifies population quota requirements for specially designated merchant licenses, which allow retail establishments to sell beer and wine for off-premises consumption.

Exempts applicants holding certain on-premises licenses (Class C, Class A/B hotel, club, tavern, Class G-1/G-2) from the standard 1 license per 1,000 population quota.

Exempts large retail food establishments (at least 20,000 square feet with 20% food sales) and pharmacies from population quota restrictions.

Allows motor fuel retail dealers who applied within 60 days after January 4, 2017 to obtain a specially designated merchant license without regard to population quotas, but prohibits transfer of such licenses to other locations.

Restricts marinas with motor vehicle fuel pumps to obtaining specially designated merchant licenses only under the separate marina licensing provisions in section 539.
