Requires public bodies to establish and publicly distribute written procedures and guidelines for FOIA requests, including a standard detailed itemization form showing all allowable fee components, with non-compliance preventing the public body from charging fees until compliance is achieved.

Mandates a 60-day maximum deadline for providing public records and allows good-faith deposits not exceeding half the estimated fee if costs exceed $50, with public bodies required to reduce labor charges by 5% per day for late responses (maximum 50% reduction) under certain conditions.

Provides fee waivers or reductions for the first $20 of costs for indigent individuals and certain designated nonprofit organizations serving people with developmental disabilities or mental illness, with restrictions on repeat discounts and commercial requests.

Prevents charging for redaction labor costs if the public body previously redacted the same document and still possesses the redacted version, and exempts records already available on the public body's website from redaction fees.
