Amends Michigan's sex education curriculum requirements to emphasize abstinence as the only 100% effective protection against unplanned pregnancy and sexually transmitted infections.

Requires sex education instruction to be age-appropriate and medically accurate, covering abstinence benefits, emotional/economic/legal consequences of sex, refusal skills, and personal responsibility.

Mandates instruction on affirmative consent, defining it as affirmative, conscious, voluntary agreement; requiring ongoing consent that can be revoked; and clarifying that silence, lack of protest, or past relationships do not indicate consent.

Requires curriculum to address sexual assault and dating violence prevention, including bystander intervention concepts, and establishes school environment standards where sexual assault and dating violence are unacceptable.

Creates new section 1507c requiring the Michigan Domestic and Sexual Violence Prevention and Treatment Board to develop a model curriculum on sexual assault and dating violence prevention by one year after enactment, with instruction delivery required by September 1, 2020.
