• Authorizes local health departments to administer conventional onsite wastewater treatment systems if they adopt consistent regulations, maintain qualified staff with specified educational requirements (4-year degree in relevant field plus minimum 8 hours training), and provide administrative review procedures.

• Creates a 16-member technical advisory committee appointed by the governor, including representatives from local health departments, engineers, hydrogeologists, universities, manufacturers, installers, service providers, and system users to advise on standards, technologies, and inspector qualifications.

• Requires the Department of Health and Human Services to promulgate statewide performance-based rules within 3 years establishing minimum standards for siting, design, installation, operation, maintenance, and inspection of conventional and alternative onsite wastewater treatment systems.

• Mandates that septic tanks installed or altered after the bill's effective date include an access riser and secondary safety device; bill takes effect 90 days after enactment and is contingent on passage of House Bill 5752.
