Amends MCL 600.4701 to define "crime" for forfeiture proceedings to include violations of specific Michigan statutes related to natural resources, environmental protection, Medicaid fraud, antitrust law, securities violations, and child protection.

Expands the definition of "crime" to encompass violations of numerous sections of the Michigan Penal Code (1931 PA 328), including offenses related to theft, weapons, criminal sexual conduct, and human trafficking.

Adds definitions for key forfeiture terms: "instrumentality of a crime" (property used to commit a crime), "proceeds of a crime" (property obtained through criminal activity), "substituted proceeds of a crime" (property from sale or exchange of criminal proceeds), and "willful blindness" (intentional disregard of facts indicating unlawful activity).

Effective date is September 27, 2018 (90 days after enactment on June 28, 2018).

Contingent on enactment of House Bill 5761 of the 99th Legislature.
