Allows vehicles performing snow removal to operate with flashing, rotating, or oscillating amber lights while traveling between job locations, in addition to when actively removing snow.

Permits operation of trucks with snowplow blades up to 132 inches wide between October 1 and May 1 each year without obtaining a special permit, with requirement to minimize overwidth when not actively plowing.

Modifies vehicle registration plate requirements, including specifying that plates issued to state entities and certain nonprofits do not expire and may be reused on different vehicles with written records maintained.

Adjusts registration expiration dates for international registration plan vehicles to allow any last day of a calendar month (effective February 19, 2019) and requires minimum 12-month renewals when expiration dates change.

Implements $1.00 fee for motor vehicle lien applications, with revenue credited to the transportation administration collection fund beginning February 19, 2019.
