Establishes a 120-day timeline for the department to issue or deny initial registration or facility expansion applications, and a 60-day timeline for renewal applications, with tolling periods for deficiencies and required construction or inspections.

Requires applicants to submit comprehensive business plans including facility location, animal numbers, biosecurity measures, fencing methods, record-keeping systems, zoning information, and disease herd plans approved by the state veterinarian.

Changes application language from "shall" to "must" in several provisions and requires the department to refund registration fees and reduce future renewal fees by 15% if decision deadlines are missed.
