Requires the Michigan Department of Education to prepare and maintain records documenting reasons for and circumstances surrounding employment separations for school district, intermediate school district, and public school academy employees.

Allows separated employees to review their separation records and request corrections or removal of inaccurate information; if disagreement persists, employees may submit written statements that must be kept with the record.

Requires separated employees seeking reemployment in Michigan schools to sign and provide prospective employers with a waiver authorizing the department to release their separation records within 20 business days.

Prohibits school districts, intermediate school districts, and public school academies from hiring or contracting with previously separated employees unless they comply with the waiver requirement.

Grants the department and its employees immunity from civil liability for record disclosures made in good faith after receiving a signed waiver, unless evidence shows the disclosed information was false, disclosed with reckless disregard for truth, or prohibited by state or federal law.
