Establishes the "Campus Sexual Assault Response Improvement Plan and Grant Act" requiring Michigan institutions of higher education to develop 5-year campus sexual assault improvement plans with at least 2 public meetings for input.

Institutions must submit their 5-year improvement plans to the Department of Health and Human Services and the Michigan Domestic and Sexual Violence Prevention and Treatment Board by January 1, 2019, and a final report by January 1, 2024.

Creates the Campus Sexual Assault Response Improvement Grant Fund within the Department of Treasury to provide grants to eligible institutions for implementing improvement measures.

Eligible institutions may use grant funds to hire counseling staff, train and hire Title IX investigators, educate students and employees on sexual assault and bystander intervention, hire interim measures specialists, and implement other identified improvement measures.

Grants are awarded for 5-year periods, with participating institutions required to submit annual progress reports; the Michigan Domestic and Sexual Violence Prevention and Treatment Board must provide technical assistance and compile best practices reports every 5 years for submission to the legislature.
