Designates customer energy use data as private and confidential, prohibiting utilities and their agents from selling, renting, or sharing the data without customer permission.

Permits utilities to use customer energy data for purposes related to electricity or natural gas supply, billing, and energy-related services, and allows reporting of electric or compressed natural gas vehicle fueling data to the Department of Treasury for taxation purposes only.

Restricts Department of Treasury from sharing vehicle fueling data with law enforcement without a warrant and exempts such data from Freedom of Information Act disclosure, except for aggregate research data presented without identifying individual customers.

Requires utilities to offer all customers access to an interactive online service that provides a secure method for customers to access, transfer, and authorize third-party access to their detailed energy use data.

Defines "utility" as any person selling natural gas or electricity to retail customers in Michigan at commission-regulated rates.
