Bill Summary: HB 5812

• Adds two new prohibitions to pupil membership counting in Michigan schools: districts cannot count pupils for whom tuition is charged and cannot count pupils recruited from out-of-state with expended funds.

• Pupils charged tuition to enroll in a district, intermediate district, or public school academy are excluded from membership counts under the revised provision.

• Out-of-state pupils recruited through expenditure of district funds are prohibited from being counted in membership in the recruiting district, intermediate district, or public school academy.

• Takes effect 90 days after enactment into law.
