HB 5814 Summary

• Reduces concealed pistol license application and licensing fee from $100.00 to $40.00 for initial licenses and from $115.00 to $40.00 for renewals.

• Reduces county portion of fees deposited to concealed pistol licensing fund from $26.00 to $20.00 for initial licenses and from $36.00 to $20.00 for renewals.

• Removes requirement for training certificate for license renewal; instead requires applicant to self-certify completion of 3 hours of training review and 1 hour of firing range time within 6 months preceding renewal application.

• Removes switchblade knife (section 226a) from list of misdemeanor convictions that disqualify applicants from obtaining concealed pistol licenses.

• Establishes online and mail-in renewal application system through Department of State Police to be operational by December 1, 2018, reducing need for county clerk office visits.
