Creates the Comprehensive School Safety Plan Act and establishes a School Safety Commission within the Department of State Police, effective April 15, 2019 or upon abolishment of the School Safety Task Force, whichever occurs first.

Commission membership includes the State Police Director, Superintendent of Public Instruction, Director of Health and Human Services, and appointed representatives from law enforcement, teachers, school administrators, behavioral health experts, and legislative leaders (8 total members).

Commission shall meet at least quarterly and review school safety measures every 2 years, including model practices, emergency operations plans, school safety liaisons, safety technology, baseline safety requirements, and hardening measures for schools.

All commission information is confidential and exempt from the Freedom of Information Act; commission members who divulge confidential information or information placing schools at risk face misdemeanor penalties of up to 90 days imprisonment or $500 fine.

Act takes effect 90 days after enactment and is conditional upon Senate Bill 982 and House Bill 5829 also being enacted into law.
