HB 5830 Summary

• Requires all school building plans and specifications to be prepared by a licensed architect or professional engineer in Michigan, with supervision of construction by a licensed professional or qualified person.

• Mandates fire-resistant construction materials for walls, floors, partitions, and roofs, with steel members protected by at least 3/4 inch of fire-resistant material; prohibits wood lath or wood furring except for finished flooring, frames, and trim on masonry or structural surfaces.

• Establishes that beginning July 1, 2019, new school buildings or remodeling projects costing $250,000 or more must include at least 3 of 4 specified safety measures: schematic building layouts, surveillance technology, remote door locks, or reinforced entryways (unless waived by the school safety commission).

• Exempts 1-story buildings and additions, projects costing less than $15,000, and heating unit placement requirements for existing buildings with new additions, unless the department determines removal is necessary for public safety.

• Changes the administering department from "Department of Labor and Economic Growth" to "Department of Licensing and Regulatory Affairs" and makes the act contingent on enactment of House Bill 5828.
