• Amends the Transportation Economic Development Fund allocation formulas in 1987 PA 231 to redistribute revenues among various road and transportation projects.

• Allocates the first $5,000,000 annually to a forest roads program distributed to qualified counties based on their proportion of commercial forest, national park, and national lakeshore acreage.

• Allocates the next $2,500,000 annually for road and street improvements in rural counties within urban and urbanized areas as determined by the federal decennial census.

• Allocates remaining fund revenues as follows: 50% for economic development road projects in targeted industries, 25% for congestion reduction projects in counties with populations exceeding 400,000, and 25% for rural primary road improvements in rural counties.

• Beginning October 1, 2018, appropriates $13,000,000 annually from the fund to the MI-TRAIN account, with the distribution to targeted industries reduced accordingly; takes effect 90 days after enactment and is contingent on passage of HB 5832 and HB 5833.
