HB 5832 Summary

• Amends the state trunk line fund structure by creating a new MI-TRAIN (Meeting Immediate Traffic, Rail, and Infrastructure Needs) account within the state trunk line fund for rail grade separation projects at public road and rail crossings.

• Establishes funding prioritization criteria for MI-TRAIN projects, giving first priority to projects with committed federal funding, then considering vehicular traffic delays, train volumes, and local matching fund availability.

• Modifies section 11 of the 1951 Transportation Act to add new subsections (d) and (e) allocating money to the MI-TRAIN account and grade crossing surface account from appropriations under section 819 of the Michigan Vehicle Code.

• Requires the department to solicit annual funding requests from local road agencies and prepare a detailed annual report on MI-TRAIN projects selected, ranked, requested, and funded, to be posted on the department website.

• Takes effect 90 days after enactment, contingent upon passage of HB 5831 and HB 5833 in the same legislative session.
