Amends the Michigan Vehicle Code to clarify driver license exemptions under Section 302, including military personnel, nonresidents with valid home state licenses, and persons operating farm equipment or commercial vehicles under specific conditions.

Exempts persons with mobility disabilities from the driver license requirement while operating power-driven mobility devices, except when operating such devices on streets, roads, or highways in Michigan.

Becomes effective 90 days after enactment (March 20, 2019) only if House Bill 5374 of the 99th Legislature is also enacted into law.

Maintains existing exemptions for Armed Forces members on active duty, discharged military personnel with expired licenses (30-day grace period), and nonresidents operating vehicles registered in their home states.

Permits nonresident operators over age 17 from jurisdictions without licensing requirements to operate motor vehicles for up to 90 days per calendar year under specified conditions.
