Reduces the maximum number of county commissioner districts from 21 to 15 statewide in the initial apportionment language.

Eliminates the population category of 10,001 to 50,000 and consolidates it with the "Over 10,000" category, which has a maximum of 15 commissioners.

Removes the separate "Over 50,000" population category that previously allowed up to 21 commissioners.

Requires county apportionment commissions to create commissioner districts with nearly equal populations within 60 days after each decennial census, subject to the new population-based limits.

Repeals the subsection requiring counties not in compliance to reapportion within 30 days of the amendment's effective date.
