Prohibits chemical extraction of resin from marihuana unless the person holds a processor license or is employed by a licensed processor performing extraction as part of employment.

Allows processors to transfer marihuana without using a secure transporter only if the recipient (grower or provisioning center) is at the same location and transfer occurs entirely on private property without accessing public roadways.

Requires processors to have or employ someone with a minimum of 2 years' experience as a registered primary caregiver until December 31, 2021.

Establishes felony penalties for unauthorized chemical extraction: up to 5 years imprisonment and/or $5,000 fine; up to 10 years if causing serious injury to another person; up to 20 years if causing death.

Takes effect 90 days after enactment into law.
