Amends 1994 PA 451 to establish a voluntary wetland restoration permit program coordinated between the Department of Environment, Great Lakes, and Energy and the Department of Natural Resources.

Creates a blueberry production assistance program providing wetland delineation, preapplication services, and assistance with avoidance and minimization in coordination with the Department of Agriculture and Rural Development.

Exempts certain voluntary wetland restoration activities from permit requirements, including maintenance of serviceable structures and operation of serviceable dikes and levees.

Requires the voluntary wetland restoration group to review permit applications within 30 days and provides a 60-day timeline for permit decisions, with conflicts mediated by a joint agency restoration committee.

Authorizes the Department to issue permits for voluntary wetland restoration projects that contribute to net increases in wetland functions and services without requiring compensatory mitigation, and permits specific restoration activities including sediment removal, water control structure installation, native vegetation establishment, and invasive species removal.
