• Requires pharmacists to dispense Schedule 2 controlled substances in solid oral dosage form in lockable vials with combination code or biometric locking mechanisms.

• Mandates pharmacists store combination codes in patient records for future refills and provide patient education forms about abuse and diversion risks developed by the Department of Licensing and Regulatory Affairs.

• Exempts lockable vial requirements for patients with physical or mental limitations and for controlled substances dispensed and administered in institutional health care settings (hospitals, nursing homes, hospices, surgical facilities, etc.).

• Requires drug manufacturers to reimburse pharmacies for the cost of lockable vials used to dispense their Schedule 2 controlled substances.

• Takes effect 90 days after enactment; updates reference to Poison Prevention Packaging Act of 1970 from 15 USC 1471-1476 to 15 USC 1471-1477.
