Allows individuals to use up to 3 single lines or rods with a maximum of 6 hooks total for fishing, with the commission retaining authority to decrease the number of rods per angler to no fewer than 2.

Requires tip-ups and similar ice fishing devices to be marked with the owner's name and address in legible English.

Permits the department to issue permits allowing fish caught during registered sporting tournaments (except game fish) to be donated and subsequently processed, utilized, or sold by the recipient.

Clarifies that gaffs and landing nets may be used to assist in landing already-caught fish, and prohibits possession of gaff hooks on trout streams except during June 1 to Labor Day.

Repeals 12 sections of the Natural Resources and Environmental Protection Act relating to fishing regulations; effective immediately upon approval on December 28, 2018.
