HB 5873 Summary

• School districts, intermediate school districts, and public school academies must develop and implement emergency response plans for each school building in conjunction with local law enforcement agencies by November 1, 2019.

• Emergency response plans must include guidelines and procedures for prevention, mitigation, preparedness, response, and recovery for 19 specified types of emergency situations including natural disasters, power outages, biological/chemical/nuclear exposure, medical emergencies, weapons on school grounds, active shooters, and suicide threats.

• "School building" is defined to include instructional buildings and additions, as well as recreational or athletic structures and fields intended for student use.

• The bill takes effect 90 days after enactment into law.
