Requires the civil rights commission to adopt and post a standardized accessibility symbol design on the department of civil rights website that depicts a dynamic character leaning forward in a wheelchair with a sense of movement.

Mandates the new design be simple, avoid secondary meanings, facilitate accessibility equivalent to the existing universal symbol, and contain no written words such as "handicapped" or other designations.

Requires all new placements or replacements of international symbol of accessibility signs by state and local government entities to use the new dynamic design beginning 1 year after the bill's effective date.

Directs the civil rights commission and department of civil rights to encourage voluntary use of the dynamic design and to remove the word "handicapped" from all state and local government signs and communications.

Takes effect 90 days after enactment and is contingent upon passage of HB 5877.
