Amends Section 109 of the 1939 Social Welfare Act to modify medical services coverage under Michigan's Medicaid program.

Adds substance use disorder treatment as a covered service, including medically necessary acute medical detoxification for opioid use disorder, inpatient care at approved facilities, and residential treatment facility care.

Requires clinical laboratories performing creatinine tests to include glomerular filtration rate (eGFR) as a percentage of kidney function in lab reports for eligible individuals.

Requires the director to notify legislative appropriations committees and obtain approval before implementing statewide reimbursement changes expected to increase or decrease payments by 1% or more over 12 months.

Contingent on enactment of House Bill No. 5884; becomes effective upon passage with immediate effect as of June 29, 2018.
