Allows county boards to assess costs for inland lake level maintenance projects against privately owned parcels, political subdivisions, and state-owned lands that benefit from the project.

Requires the delegated authority to compute project costs and prepare a special assessment roll if a special assessment district is established.

Mandates the Department of Natural Resources to reimburse county boards for special assessments on state-owned lands if money is appropriated for that purpose.

Permits special assessment districts to be reassessed without a hearing if initial revenues are insufficient to cover project costs or bond obligations, using the same percentage allocation as the original assessment.

Takes effect 90 days after enactment.
