Modifies the Crime Victim's Rights Fund to cap expenditures for statewide trauma system establishment and maintenance at $3,500,000 annually, with an exception allowing $4,800,000 for fiscal year 2014-2015 only.

Beginning October 1, 2021, limits statewide trauma system expenditures to 50% of the maximum allowable amount unless the spending is reasonably proportional to crime victims' utilization of the system.

Requires annual reporting to the legislature beginning December 31, 2017 regarding minor crime victims (under age 18) who received compensation, including their number, demographics, geographic location, and type of services received.

Allows excess fund revenue after crime victim services are paid to support crime victim compensation and statewide trauma system operations, including staff support for trauma and emergency medical services programs.

Takes effect September 24, 2018 (90 days after enactment).
