Expands the scope of 1976 PA 412 to address diseases among bees and other pollinators, and renames the department authority to include the Department of Agriculture and Rural Development and the Department of Natural Resources.

Creates a 12-member Pollinator Health Advisory Council within the Department of Natural Resources, consisting of the DNR director (or designee) as chair, the agriculture director (or designee), and 10 appointed members representing public universities, mosquito control, local government, conservation organizations, farmers, pesticide applicators, and commercial beekeepers.

Requires the council to generate three reports within 12 months of first meeting: a list of pollinator-harmful products based on research, a statewide pesticide use inventory across all industries, and a baseline assessment of pollinator health.

Directs the council to recommend best management practices to improve pollinator health, track pollinator health changes, and submit reports to the Department of Natural Resources and legislative agriculture and natural resources committees.

Establishes the council for a 4-year period and authorizes the Department of Natural Resources to coordinate with Michigan State University Extension for administrative support; the act takes effect 90 days after enactment.
