HB 5909 Summary

• Requires every public school in Michigan to establish and maintain a school library beginning in the 2018-2019 school year.

• School libraries must provide resources for pupils and teachers that support the curriculum, offered in both print and electronic formats with efficient access ensured by building administrators.

• Libraries must operate on flexible schedules allowing pupils and teachers access when necessary or convenient for learning.

• Libraries must serve as community resources by providing parents, guardians, and community members access to resources as determined appropriate by each school.

• Each school library must participate in the statewide interlibrary loan system, including at least MeLCat, beginning in the 2018-2019 school year.
