Requires public school administrators to permit patriotic youth membership organizations defined under 36 USC 20101-240112 to speak to students and distribute materials during the school year.

Limits presentations to no more than 10 minutes per school year and requires materials to explain how the organization promotes students' educational interests and civic involvement in their school and community.

Organizations must demonstrate an educational purpose that aligns with applicable curriculum standards and promotes civic involvement, as determined by the school administrator.

Organizations must submit a written request to the school administrator in a form and manner prescribed by the state Department of Education.

Takes effect 90 days after enactment.
